Steps To Reproduce:

1.Login to Ewqims
2.GO to doc pro
3.Click on documents
4.Select the level
5.Change request the document,who doesnt have attach rights/ who is not the requester of the document
6.Author will attach the document when the user doesnt have attach rights
7.DOcument owner should be author/the user who did the change request, not the one who requests the document
