Steps To Reproduce:
1.Login to EwQIMS
2.Go to Doc pro
3.Create a level with level owner Say (Owner A)
4.Assign route for the created level which has approvers say (approver A and owner A)
5.Owner A is a not mandatory approver
6.Request a new document
7.Document is going for approver A
8.once Approver A approves the document, its going for the level owner approval
9.Login as level owner and approve the document
10.Document is not published

Description
when the level owner and the approver are same, then it comes to level owner action list, but the document is not published after approving the document
