Steps To Reproduce:

Login to EwQIMS application as Project Manager(Non ITAR user)

Select EVAV NPD/APQP Platform

Click on Projects under Project Management menu

Click on Project Name Link.

Right click deliverable and select More Options

Click on initate concern
Enter details and save concern
Open the concern from notification icon
check for the concern view in EVAV landing page

Description

Issue: EV-AV Concern widget keeps on loading when a concern is created by Non-ITAR user from APQP and on opening from project it is showing access denied.

Suggestion: For a Non ITAR user the system should show Is ITAR as No by default in concern creation page.
