Multi-Site: After publishing the audit report the attachments are not getting published to "Modules" level in Doc Pro. There is No "Module" level itself

Steps To Reproduce:

1. Log in as Auditor.
2. Go to Auditor Tab.
3. Click on Perform audit.
4. Click on any of the audit.
5. Click on upload audit records
6. Create NC/OFI with attachments.
7. Publish for approval.
8. Approve the audit Report.
9. Go to Doc Pro.
10. Expand the levels and observe
