closedMulti-Site: After publishing the audit report the attachments are not getting published to "Modules" level in Doc Pro. There is No "Module" level itself

Steps To Reproduce:
1. Log in as Auditor.
2. Go to Auditor Tab.
3. Click on Perform audit.
4. Click on any of the audit.
5. Click on upload audit records
6. Create NC/OFI with attachments.
7. Publish for approval.
8. Approve the audit Report.
9. Go to Doc Pro.
10. Expand the levels and observe

Not an issue, understanding the flow was the issue
