CM APQP Integration rights related issue:( Multi site and corporate)

Steps To Reproduce:

1. Login to the application as CM admin
2. Initiate a cr and create project as a part of it
3.Select documents and add a resource against it(User without any apqp rights)
4.Publish the CR
5.CHeck for the resource listing in the #Resource# group

Description

1. User added in change request form as resource for project deliverable is not getting added under "Resource" group by default
(Workaround: on remapping that user from the gantt page access is getting)
2, When a project is created as a part of CR 1st in multisite then it is not creating PM and Resource group
