Steps To Reproduce:

1. Log in to the FST.
2. Select the FTA.
3. Select the PI.
4. Right-click on the branch and select Flowdown.
5. Right-click on the Function and Requirement.
6. Observe the result - The Add Failure context menu does not appear.
