Steps To Reproduce:

1. Log in to the VDA.
2. Select the Functional analysis.
3. Select the PI.
4. Add the first and second-level requirement flow down.
5. Select the Failure Analysis.
6. Add the Failure for the First Flowdown.
7. Observe the result - The second level Flowdown is removed.
