Steps To Reproduce:

1.Click on Setup
2.Click on Suite Setup
3.Click on Business Rules
4.Enable the "Enable Automatic Training Request" in Corporate and Disable it on Chennai Site
5.Upload a New Document with Training Users in Corporate Site and Approve the Document from Chennai Site

Description

In New Doc Req selected Pos/User and Uploaded with a Route (Approver on Another Site from Chennai). Now Approver - Approves the Document, but is not coming to Document Training Req action.
Note: Approver Approved it from Different Site.

This is because "Enable Automatic Training Request" is Disabled Chennai Site.

Expectation is -- I uploaded Document in Corporate with Enabling the Business Rule and Expecting to Raise Training Req for it, but since the Approver is in Chennai Site and the Business Rule is Disabled, Training Req is not generated.

Note: Same issue occurs when the Level Owner Approves from Another Site, Assign by Admin Flow.
