Steps To Reproduce:
1.Log into FST
2.Select FSR
3.Select the Focus Element
4.Locate a Standard safety goal.
5.Add a Function and requirement along with a Allocation
6.Go to Safety Goals page
7.Add a non standard safety goal
8.Go to FSR
9.Add a Function and Requirement
10.Check for the Allocate ASIL context menu on standard cells.

Description
After adding a standard ASIL function and requirement with standard allocations, if we then add a non-standard ASIL safety goal along with a function and requirement, the 'Allocate ASIL' context menu does not display for the remaining standard functions, including the newly added one
