Steps To Reproduce:
1. Log in to the RFD.
2. Select the Requirements Document.
3. Select the PI.
4. Right-click on the element and select Create element.
5. Add Part Family, and add multiple elements.
6. Observe the result - The scroll bar is not functioning properly.
