Steps To Reproduce:
1)log in to module as admin
2)create a planned audit
3)click on publish
4)navigate to actions and terminate the planned audit document
5)now try to resubmit for approval
6)not able to publish the document
7)after logout and login when clicked on resubmit displays plan waiting for approval.
