Steps To Reproduce:

1. Log in to the RFD.
2. Select the Requirements Document.
3. Select the PI.
4. Publish the Requirement and Initiate a change request.
5. Right-click on the Requirement and select Edit.
6. Observe the result - Able to edit the Published Requirement.
