Steps To Reproduce:

1.Login as CM Module Admin
2.Initiate change request form
3.Enter mandatory data
4.Publish the CR form and approve it
5.open CN form from status page
6.Enter required data
7.Publish the CN form and approve it
8.open change management report
9.Navigate to year dropdown
10.click on it ,observe years in the dropdown
