Common Review cycle-->In folder management lets us select a different month than the default review month for the common review cycle. The document doesn't show up when the user changes the server date

Steps To Reproduce:

1. Login EwQIMS as Doc pro module admin
2. Goto setup --> Business rule set common review cycle as "September, march, december"and add few more month in the list
3. Set default review month as "Septmeber"
4. Goto folder management(Create A level as default month "September" and create a B level with Month as march"
5. Request a document with auto or approval
6. once the document is published
7. Change the server date as 1st September 2024, the A level document will show in the action
8. Change the server date as 1st march 2025, the B level document is not showing
