Steps To Reproduce:

1.Log into FST
2.Select TSR
3.Select the focus Element.
4.Add two technical functions and requirements against an allocated to element.
5.Add another function branch without filling data, add another requirement branch.
6.Delete the requirement branch and observe.

Description

If TSR has at least two function branches and you insert another function branch and add a requirement branch under the newly inserted function branch without filling in data, deleting the requirement branch causes alignment issues.

Please restrict adding another branch unless data is filled in the existing branch
