Steps To Reproduce:

1. Log in to the RFD.
2. Select the Requirements Document.
3. Select the PI.
4. Click on the Flow down indicator and allocate a flow down.
5. Click on the Flow up indicator and allocate a flow up.
6. Observe the result - The added Flow down and up are not allocated to requirement.
