Steps To Reproduce:

1. Login as PM
2. Open any project charter where Roles added in the charter template
3. Click on Roles section's competency icon (if it is not there, add New role and click on the icon)
4. Competency Popup will open

Description

Issues found in Competency pages
1. Popup is not showing fully in Detailed Competency Evaluation popup
2. Tool tip is wrong for Detailed Competency Evaluation icon
3. In Copy Requirement section, Document Skill is showing (it is not needed in APQP)
4. While doing copy requirements from another project, Required Level is not get copied
5. Because of Required level is missing for copied requirements, cannot perform Update Competency action
6. Inside project Gantt page, Project Competency showing blank (reports are configured then also)
7. Some competencies are showing as "Not Competent" even after Required and Level of Competence are same
8. Some skills are showing in Create Actions/Training Request even after Required and Level of Competence are same and is showing with 'Green' tick mark

Adding 2 more issues found on 29/06/2024 and got fixes on 01/07/2024

1. In Update Required Level popup showing other roles details like skill, education, training and experience
2. It is not showing the level what we given while adding skill, education, training and experience.
