IFM - Added two Requirements for the Function in the VOC and allocated 'values' in the IFM for both Requirements. However, in the VOC, one Requirement was allocated a Requirement Flow down, and the other Requirement was allocated a Function Flow down.

Steps To Reproduce:

1. Log in to the RFD.
2. Select the IFM.
3. Add one Function and two Requirements.
4. Allocate the Risk for the two Requirements.
5. Select the Requirements Document.
6. Observe the Result for one Requirement Function flow down is allocated and for another Requirement flow down is allocated.
