Steps To Reproduce:

1. Login as Doc pro Module administrator
2. Click on Folder management and click on level pdf preference
3. Set enable restricted view and disable Include Template
4. Upload a document from new doc request
5. Click on TOC and select the level
6. Right Click on the document number from the TOC
7. Select the Print PDF and observe the behavior

PDF Template --> After clicking Print PDF from the TOC, the system showed an error like "Failed to load the PDF." When I tried to open it a second time, it worked as expected.
