Requirements Document - Added '4 VOCs with Function and Requirement' and '1 blank VOC', then deleted all the VOCs. However, after refreshing, the previously deleted VOCs are added as a single VOC.

1. Log in to the RFD.
2. Select the Requirements Document.
3. Select the PI.
4. Add 3 to 4 VOC with Function and Requirement.
5. Add the Blank VOC and delete all the VOC.
