In Aquapro -Published document is waiting for Approver but it allows user to publish document again.

Steps To Reproduce:

1.Login to Aqua pro.
2.Select Aqua-pro menu >click main.
3.Select a any production item.>select any Document >Right click publish.
4.Publish Pop windows appear ->Click Find and select folder which have approver>Click ok ->and publish
5.Again publish same document .
6.Observe result.
