Inherit revision option -->when we change the revision option in parent level as "User defined revision to automatically increment by 1"-->increment are not working in Change req-->Same 1 is showing for all the upcoming revision

Steps To Reproduce:

1.Login as admin
2.Set as user defined revision option under parent level in folder management
3.Set as inherit revision for child level
4.initiate the document request in child level folder
5.Set as changed the "user defined revision to auto increment" in parent level
6. Go to TOC and select the child level
7. Go to change request page
8. Revision is showing as 1
9. Click the continue
10.Again go to change request, it shows same 1 in next revision, so auto increment is not working

Description

Due to patch of #27844-->Inherit revision option -->when we change the revision option in parent level as "User defined revision to automatically increment by 1"-->increments are not working in Change req-->Same 1 is coming for all the upcoming revision.
