Steps To Reproduce:
1. Login EwQIMS as Doc pro Module admin
2. Upload the document with 2 approver(1 approver for each round)
3. Login as a Approver 1 and revert the document
4. Login as a Requester and Revert back the document
5. Login as Approver 1
6. Approve the document
7. Login as Approver 2 and try to view the same document in request needing approval
8. Login as a Requester and Try to view the document in TOC
