Steps To Reproduce:

1.Login to Ewqims
2.GO to Doc Pro
3.User preference is in dd mm yyyy
4.Click on document management
5.Select the level and click change history
6.Check the effective date link
7.Date shows mm dd yyyy
8.Select the date and save
Cant able to save the changes

Now the date is showing as per preference, but after selecting the date and saved, its not saved. It shows alert message as effective date should be greater than previous effective date.It shows this alert even though its greater than previous
