HARA-Safety goal : No insert branch option , only shows insert safe state (not able to recreate) with alert message "safety goal is used in the Functional safety Requirement"

1.log into FST
2.Goto Safety goals
3.Try to insert a new branch while the existing one is under using in FSR
4.Observe

Description

While the Safety goal table having only one safety goal and its under using for Functional safety, couldn't insert another branch in safety goals table. all the options were showing insert safe state , there were no delete Branch option as well.
