Steps To Reproduce:

1.Login as Admin/Document Owner
2.Goto TOC
3.Click the document name for the document which has viewonly/view history rights
4.User navigates to document id card page
5.Click on change request in the id card page
6.Attach file to browse document field is missing
7.User is notable to do attachment in change request

Description

Forvia_Admin/Document owner is not able to do attach file in change request for the document with view only/view history rights
As per the Forvia requirement->The Admin or Document Owner can do revision even without Full access
