Steps To Reproduce:

1.Enter the Url
2.login with the module admin username and password.
3.Click on setup from Left menu & Navigate to change management setup
4.select business rule setup
5.navigate to Duplicate change request title business rule section
6.select enable workflow
7.navigate to change management menu-->change request-->initiate change request
8.select category from the dropdown and click on initiate change request button
9.navigate to change title section
10.enter already closed change request title
