2.set auto approval in setup
3.initiate change request
4.enter mandatory fields
5.click on publish button
6.observe the status

changed status as per jayasurya as it is NOT AN ISSUE
--- when Batch process enabled we are facing this one but once after Batch process disabled working fine as we expected
