Steps To Reproduce:
1)login to module as auditee
2)click on corrective action
3)pick the audit
4)select the closed NC and click on "Response date extension/action owner change"
5)raise a request and submit it to auditor
6)the closed out NC is viewable in auditor actions page

Description
In Corrective action page, for an closed out NC, the auditee is able to request for "Response Date Extension/Action owner change", And even auditor is able to approve that request for an Closed Out NC.
Expected output: While selecting the closed out NC, and Clicking on "Response date extension/Action owner change" it should throw an Alert that "NC Is already Closed Out"
