Steps To Reproduce:

1.Login into EwQIMS
2.Click on Inspections Menu
3.Click on Receiving inspection
4.Click on Productio item hyperlink
5.Create a lot
6.Enter Inspected value(Enter out of spec value)
7.Right click on reaction plan and click on create concern

Description

When clicking on create concern, concern not created but getting "Concern created already" alert.
