If user try to create the row manually in VOC it will create two VOC number and Import the any excel then VOC number will start from one.

Steps To Reproduce:

1.Login to FST module.
2.Select the PI.
3.Select the Voice of the customer.
4.Try to add manually two rows in VOC.
5.And import the excel.
6.check the voc number 1 and 2 is duplicated.
