In Competency Management --> Competency Setup page, the Toggle button is not working.

Steps To Reproduce:

1.Go to HR PRo.
2. Expand Competency Management tab.
3. Click on Competency setup.
4. Click on the toggle button.
5. Refresh the page and observe.

Description

In Competency Management --> Competency Setup page, the Toggle button is not working. If a user switch it on, it is automatically getting switched off after refresh.
