Steps To Reproduce:
1.Goto TOC and click on document with full access
2.Right click on a document and click Change request and Delete the document
3.Goto Document management and click on Archive management
4.select Retained document and try to open the document with special character in its name
5.Showing Error only for the document name with special character and other documents are opening
