Control plan publish(Publishing under Aquapro default level instead of selected level)

Steps To Reproduce:

1.Login into EwQIMS
2.Click on Setup menu
3.Click on Inspection setup
4.Click on Part
5.Create production item
6.Click on control plan and publish button
7.Select level folder and publish

Description

When publishing the document in selected level(IC level), document is publishing under AQuaPro default level instead of selected level folder.
EG: Published in "IC level" folder but publishing in "AQuapro" default level.
