Project baseline: Mail is Duplicated(When the Project is Baselined ,then duplicate mail is generated(Mail is generated Two or three times) whether the Project owner is selected or not).

Steps To Reproduce:

1)Login into EWQIMS Application
2)Select APQP module
3)Select Project menu under Projects tab
4)Select and open a project
5)Click on Base line icon and Save
6)Observe the result in Mail
