Control plan publish - publishing under different level instead of selected level

Steps To Reproduce:

1.Log into EwQIMS
2.Go to Auqa main 2
3.Create production item
4.Click on control plan
5.Click on Publish
6.Select level and enter reason for publishing
7.Click on OK button

Description

While publishing in control plan instead of publishing in selected level, it is publishing under Aqua Pro default level.
Eg: I have selected "IC level"(Level name) for control plan publish but it is publishing in Aqua pro default level.
