Draft Documents are vanished without doing change request, after all the reviewers are commented, documents are not available in TOC and Document management also(if we enable interface agreement option in business rule)

Steps To Reproduce:
1. Login as requestor
2. Click on New document draft from document
3. Select the level and fill the data
4. select the Draft viewers
5. click on continue
6. Login as draft reviewer
7. click on actions from document
8. select draft request needing viewing and click the reply
9. get the comments from all the reviewers side
9. Login as requestor
10.Click the pending document draft from actions
11.Click the "in process"
12.Without doing change request in pending Document draft , documents get disappear
Description
1.Draft Documents are published without doing change request, after all the reviewers are commented, but documents are not available in TOC and Document management also(if we enable interface agreement option in business rule)
2. user cannot able to select the draft viewers, server error page is displaying(if we enable interface agreement option in business rule)

This is a Skoda requirement and they are not going to use 11.2.0.3 now.
This is getting addressed in 10.6.1.31 as part of TVS requirements, will merge to 11.2.0.4

As per the discussion with Dev team , they need more time to fix this issue. So moving to the next patch version - This issue will occur only if Skoda related BR are enabled

@Yamuna Devi please check this in 11.2.0.4. If not yet working, since this is applicable only for Skoda, let's move this to 11.3.
