Steps To Reproduce:

1.Login to EwQIMS
2.Click on Setup menu
3.Click on Inspection Setup
4.Go to Part and create production Item
5.Go to Inspection Parameter
6.Select Production item
7. Add Operation and Characteristics
8.Publish in a level
9.Check Approver login for approval request

Description

When changing a date format Publish in Inspection Parameter is not working. I can able to click on publish button but couldn't accept by approver as they don't get any approval request.
As we couldn't able to approve it operation and characteristics not reflecting in Receiving/Final inspection.
