Steps To Reproduce:
1.Login as PM
2.Update competency details in charter-Roles>Competency icon
3.Go to Gantt page by saving charter
4.Click Project Competency from Gantt page menu
5.Check the report values

While opening from Gantt page, Project competency report not showing any data, all skills are showing as NA
