Steps To Reproduce:

1)Login in to EWQIMS Application
2)Under Set up tab,Create a Department
3)Assign a Department to Two or more sites
4)Go To MSA Module
5)Under Setup tab,click on Email users menu
6)Observe the Result

Description

Department Multi site : when the same department is mapped for two or more sites then the department is not displayed for the respective sites

So not able to create Gage for the other sites in which department is not displayed.
