Steps To Reproduce:

1)Log in as Mod admin(site A and B)
2)Click on Documents-->Documents
3)Click on Level(site A or B)[should be a doc owner]
4)Click on Add/View
5)Click on site A and click on some level
6)Add/Relate the document and save
7)Follow 1 to 4 steps
8)Click on site B and click on some level
9)Add/relate the document and save
10)Click on 'view current relation
11)check both site
