Add project to a program and Add template to an existing template is not working

Steps To Reproduce:

1.login as APQP admin
2. Click on templates
3. select any template
4. Rightclick and select add template menu

Select a program, then rightclick and select attach project, then see the behavior

Description

While trying to attach a project to a program and master template creation the the popup is showing at the bottom without any option to attach it.
