Steps To Reproduce:
1. Log into HR pro.
2. Go to Competency menu.
3. Click on update competency.
4. Right click on any of the job requirements and attach document.
5. Go to Doc pro levels.
6. Expand Doc pro level and observe

Description
1. attaching the proof documents, the default folder structure in Doc pro "Hr pro -> Proof Documents" not created and documents are not displayed.
2. Adding a proof document for the first time, and if user tries to add from update competency page not getting uploaded.
