Steps To Reproduce:
1) Login as scheduler
2) Click on Audits ->Scheduler
3) Click on LPA scheduler
4) Create LPA schedule with tentative status
5) Click on Publish for approval button
6) At same time Move the slide bar to top
7) Observe the Publish window

Description
LPA Schedule is created & Click on Publish button and Mean while when scroll bar is Moved to Up after clicking on publish button the Publish window is moving below and Page is not having slide bar
