Functionality issue-->'Add record' process is not working in multisite.

Steps To Reproduce:

1) Log in as mod admin multisite(A and B)
2) Select the 'Records' level(it should be
site B and level route is "auto approval" and also Record route is auto approval)
3) Publish the doc in B and after check the
documents
4) Doc management--> Give full access(site) both Document and Record.
5) Document-->select the level and Right click on doc number

Description

when we are doing the 'Add Record' process in multisite, does not working as expected.. "Records and Add Records" field both are missing.

still issue are not fixed. Single sight is working fine but multi site not working fine.
