After fixing Bug #23683 -> Parker Multisite changes -> Is Auditor selection as site specific? function is not working as expected in corporate and other sites (Refer description)

Scenario:1 -> Multisite (Refer USER01/ a1)

Business Rule as "No" -> The list of auditors always showing site specific Users only in user selection popup

Scenario:2 -> Corporate Site (Refer gregg / a1)

Business Rule as "Yes" -> The list of auditors showing other site specific Users also in user selection popup
