Steps To Reproduce:
1. Log into Hr Pro.
2. Go to Competency tab.
3. Click on competency evaluation menu.
4. select an user.
5. Click on action button.
6. In the new pop up window, click on attach button.
7. Add a file and click start upload button and close after completing uploading.
8. Observe the result.
