Document Viewer: Aqua output document link is displayed before document is published and View Comments icon is not displayed

Steps To Reproduce:

1. Login to EwQIMS and navigate to APQP.
2. Open a project and add a task
3. Attach a Aqua document.
4. Open Document Viewer.
Issue => Aqua output document link is displayed before document is published and on clicking Error is displayed.
5. Set MDR for the Aqua document and publish it.
6. Review draft and convert to document
7. Open Document Viewer
Issue =>View Comments icon is not displayed after performing Draft Review
Suggestion =>The Aqua output document link can be positioned similar to other output document links

Description

Below issues observed in Document Viewer for Aqua documents:
1. Aqua output document link is displayed before document is published and on clicking Error is displayed.
2. View Comments icon is not displayed after performing Draft Review
3. The Aqua output document link can be positioned similar to other output document links
