Steps To Reproduce:

1.Login as admin
2.Expand interested party expectation menu
3.Click on Alignment Chart link
4.Create alignment chart
5.Right click on any process
6.Select any risk form from list
7.Right click on very first row
8.Click on add button

Description

Risk form and Detailed Risk Form >Right click on very first row>Click on Add button-> The newly added row should be displayed on first row but the system adding new in second row. So that the user could not add risk on first row
